Under the terms of a "house doctor" indefinite quality contract, S E A was selected to identify, design and perform construction administration for several district courthouses in Massachusetts. The Charlestown District Court is a historic building that had severely deteriorated over the past two decades.

S E A was charged with evaluating all aspects of the building's exterior including: roofs, windows, and masonry. A budget of $1.5 million was established for the project. S E A prepared all contract documents and will oversee construction administration. A special challenge of the project was replicating the original iron grillwork on ground floor windows. The use of digital photography on the drawings supplemented the documents and allowed contractors to accurately bid the project.
