S E A was retained to perform a comprehensive evaluation of UPenn's materials receiving, distribution, and disposal systems. The study focused on possible improvements to the existing solid waste and recycling collection and disposal system on campus; evaluation of the efficiency of the distribution of mail, packages, and laboratory and office supplies; and access to the medical and hospital areas.

S E A evaluated the limitations of Upenn's solid waste & recycling program by documenting waste generation rates, assessing the existing recycling program's efficiency, getting inventory of campus waste disposal and service delivery nodes, and determining the viability of consolidating several of these nodes.
