S E A was retained to assist the City of Gloucester with obtaining the federal and state approvals and permits necessary to utilize this quarry as a potable water supply source. The S E A project team worked on the development, submittal, and approval of a Final EIR under MEPA and a MADEP Source Approval for this supply under the 1996 Federal SDWA Surface Water Treatment Rule and DEP's new Surface Water Source Approval Guidelines. The design was completed on a very aggressive schedule of less than ninety days in order for the City to secure financing through the Massachusetts DEP and Massachusetts Water Abatement Trust's State Revolving Fund program.
