S E A was responsible for the design and construction administration, for upgrades to this plant as one component of a multi-year project to increase the removal efficiency of organics through the plant and to comply with new, stringent drinking water regulations. The design required careful planning to fit the new carbon dioxide and ammonium sulfate chemical feed systems within the current building foot-print to keep construction costs to a minimum. S E A helped the Town develop detailed monitoring and contingency plans and helped with start-up and training and updating the Operations and Maintenance manual for the upgrade. S E A also supported the Town in its public outreach program prior to beginning to feed chloramines.
