The Leicester Water Supply District (LWSD) retained S E A to complete the planning, design, construction, and start-up phases of a 0.248 mgd advanced treatment facility. S E A provided the design, bidding assistance, full-t time resident engineer, O&M manual, and start-up assistance. S E A also provided assistance in obtaining grants, permits, and regulatory approvals. A key feature of the design was the integration and re-use of existing facilities into the proposed facilities.

S E A also completed design and construction of a $3.5 million sewer extension on Route 9, including 15,000 feet of gravity sewer, 3,000 feet of force main, and 600 gpm wastewater pumping station.
