Since 1982, when the Narragansett Bay Commission (NBC) took ownership of the Field's Point Treatment Plant, S E A Consultants (S E A) has been providing full design, construction, startup and training services for phased plant construction. This regional plant serves Providence and five other towns throughout Rhode Island.

The project design included several unique features, including construction on top of the existing plan while maintaining full secondary treatment, emphasis on energy conservation design, and the capability to separate storm flows and treat on-site with primary settling and disinfection.

S E A met the project budget for engineering fees on all contracts, all design services were completed on time and within the budget and construction change orders were less than 1 percent.

This project has been the recipient of several awards, including two ACEC Engineering Excellence Awards for Contract 1 and the Ernest Street Pump Station. It also received the Narragansett Water Pollution Control Association's Most Improved Plant for two years. Further, the plant received awards from the Governors Triple E award for energy efficiency, the U.S. Department of Energy Efficiency Award, and the EPA national award for best plant in its size category.
