When the expanded level of international travel had increased the burden on the original Terminal E, completed in 1975, S E A Consultants was selected to design permanent improvements to the terminal. The project included expansion and renovations to floors 2 and 3 to include passenger holding rooms, security areas, and concessions as well as relocated fueling systems, jetways, highmast lighting, utilities, and replacement of pavements. Services performed by S E A included: the analysis of the existing structure; seismic retrofit; coordination with peer reviewer; geotechnical and civil engineering; mechanical/HVAC; and utility relocations

Maintaining airport operations during construction was a critical part of this project. This was achieved by developing a thorough and detailed phasing plan that considered all issues affecting construction and that maintained public access and Massport operations.
